Background of the Study
Housing affordability and accessibility remain central to discussions on socio-economic development, particularly in regions experiencing rapid urbanization and rural stagnation. In Warri South Local Government Area, Delta State, disparities in housing availability and cost have become increasingly pronounced between urban and rural settings. Urban areas often benefit from more developed infrastructures and financial resources, yet rising property prices have rendered affordable housing a challenge for many low-income residents. In contrast, rural areas, while typically offering lower housing costs, suffer from inadequate construction standards, poor infrastructure, and limited access to essential services (Agbo, 2024). These conditions highlight a dual challenge: ensuring that urban housing remains affordable while simultaneously improving the quality and accessibility of rural housing. Recent studies indicate that balanced housing policies are necessary to bridge the urban–rural divide and promote inclusive development (Balogun, 2023). Factors such as economic inequality, population pressures, and government policies all play significant roles in shaping housing outcomes. As both urban and rural populations contend with the challenges of housing affordability, there is an urgent need for comprehensive research that informs policy formulation and identifies innovative strategies for sustainable housing development (Adesina, 2025). This study examines the underlying factors contributing to housing disparities and evaluates potential solutions to enhance both affordability and accessibility in Warri South.
Statement of the Problem
In Warri South, housing affordability and accessibility pose significant challenges for both urban and rural residents. Urban areas, while providing better infrastructure, are plagued by high property prices that exclude low-income households from accessing quality housing. Conversely, rural areas suffer from underdeveloped housing markets characterized by inadequate building standards and limited infrastructural support (Mensah, 2024). These issues lead to pronounced socio-economic disparities and reduced quality of life. The inability to secure affordable, decent housing has further implications on social stability and economic productivity. Despite government interventions, the housing market remains skewed, leaving many vulnerable groups without sustainable living options. The lack of integrated housing policies that address both urban and rural contexts necessitates an in-depth evaluation to inform future housing strategies.

H1: There is a significant difference in housing affordability between urban and rural areas in Warri South.

This study is confined to Warri South Local Government Area and focuses solely on housing affordability and accessibility in both urban and rural contexts. The research relies on local surveys, governmental data, and interviews, which may limit its broader applicability.
